In general, there is two methods to set a password in PDF file. One is by using website and another is using third party app, without internet. Here I will tell you both of these methods and their advantages but, first I will start from third party application to set password.

How to set password in a pdf without internet on Android.

There are some applications available on play store like OfficeSuite, Xodo PDF reader & editor, Smallpdf, iLovePDF that allows you to create a password protected pdf on android device that can be read from and other devices. It means you don't need any particular application to read that password protected pdf. Among all of them I will show you from Xodo, as it is free. However, you need subscription to get password protected feature in OfficeSuite.

Step 1. Install Xodo application from play store.

Step 2. Open pdf file that you want to protect with password.

Step 3. Click on three dot menu just on top right corner.

Step 4. Under menu, select save a copy.

Step 5. There after click on "password protected copy" and put a strong password.

Select Save a copy > Password protected copy > enter password

Step 6. Select a folder where you want to save and you have done.

To read that pdf, open any pdf reader, enter that password and you can access that pdf. Now I will move to next method, learn how to set password protected pdf without any app.

How to set password in a pdf without any app on Android device.

There are so many websites out there, that allow you to set password protected pdf file. One of my favourite and trustworthy is Adobe Acrobat online services which is totally free and no need to sign in. Another genuine site is sodapdf.com that allow you to set password. There are couple of other site like iLovePDF.com and smallpdf.com, which you can also use to secure a pdf from unauthorised third party.

By the way, when you are using such website, you are actually sharing your information to them. I will strongly recommend you to avoid password protecting with website method for encrypting your sensitive information like business details or bank account details. Instead of website, you can use applications and make sure to turn off permanent internet access for extra security.
